On 31 August 2026, OpenAI announced that ChatGPT Ads had reached $1 billion in annualised revenue run rate less than 200 days after its February launch in the United States. The same post opened self-service buying through Ads Manager to advertisers in Europe, India, the Middle East and North Africa, regions that until then could only buy through OpenAI’s sales team or its agency and technology partners.
For European marketers the timing matters more than the headline number. Ads had only started appearing for European ChatGPT users on 24 August. Self-serve access means a business in Warsaw or Lisbon can now open an account, set a budget and run a campaign without an intermediary, in a channel that did not exist in its market a fortnight ago.
What OpenAI announced
The milestone post gives the shape of the business in OpenAI’s own numbers. ChatGPT Ads is available in more than 40 countries, is used by “tens of thousands of advertisers”, and is supported by more than 50 technology and measurement partners. OpenAI says advertisers outside the United States “represent a growing share of revenue” and that small and medium-sized businesses, admitted when Ads Manager launched in May, “now represent a material share of the business”.
The platform has also moved past simple impression buying. According to OpenAI, cost-per-click and outcome-optimised bidding “now account for the majority of campaigns”, with the OpenAI Pixel and Conversions API as the measurement layer. Product feeds, platform and geographic targeting and custom audiences are all live.
Dave Dugan, OpenAI’s VP of Global Ad Solutions, framed the European step in remarks carried by Digiday: “Expanding self-serve access across European markets opens that opportunity to businesses of every size, from startups building their first campaign to global brands.”
How Europe got here
OpenAI’s Europe rollout was announced on 18 August in a separate post, “ChatGPT Ads expands across Europe”. Ads went live on 24 August in 31 European countries, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria. Search Engine Land’s report on the announcement adds that ads appear only on the Free and Go plans, while paying Plus, Pro and Enterprise users see none.
At that point European access ran through OpenAI’s Ads Solutions team and partners, with self-serve promised “later this quarter”. The 31 August post delivered it two weeks later. Digiday describes the European Ads Manager access as a beta, open to “eligible advertisers in approved categories”.
How the ads work
OpenAI’s description of targeting is worth reading closely, because it is where ChatGPT Ads differs from search and from social. The system “uses the context of the current conversation to show an ad relevant to what someone is exploring”. Depending on the country and the user’s settings, it “may also use context from the user’s broader ChatGPT experience”, which is OpenAI’s phrasing for interest-based personalisation.
The stated guardrails are unchanged since the US pilot: ads are labelled and kept separate from answers, advertising “does not influence the answers ChatGPT provides”, and “advertisers do not receive access to people’s private conversations”. Users can control how their ad experience is personalised.
On performance, OpenAI offers two examples without naming the companies: an e-commerce advertiser with a 3x return on ad spend over 28 days, and a technology partner reporting that more than 80% of ad-driven ChatGPT traffic came from new customers. Those are the platform’s chosen cases, not benchmarks.
The number behind the number
A run rate is a monthly figure multiplied by twelve, not revenue in the bank. Digiday estimates that actual revenue to date is around $330 million over the first eight months, and puts OpenAI’s reported target for 2026 at $2.5 billion in recognised revenue. In MediaPost’s coverage, analyst Nate Elliott is blunt about the gap: if a $1 billion run rate is the current pace, OpenAI is “missing their own goals by a country mile”.
The same MediaPost piece quotes Peter Jaffray of the agency Choice OMG, who reports a click-through rate around 0.6% on ChatGPT Ads against a typical 2% for search ads. One agency’s figure is not a market average, but the platform has published nothing comparable.
The regulator moved on the same day
Also on 31 August, the European Commission designated ChatGPT a Very Large Online Search Engine under the Digital Services Act, alongside Reddit and Roblox as Very Large Online Platforms. Search Engine Journal reports that OpenAI declared roughly 159.1 million average monthly active recipients for ChatGPT search in the EU over the six months to 31 March 2026, well over the 45 million threshold. The Commission gives designated services four months, until January 2027, to comply with the additional obligations.
For advertisers the relevant obligation is transparency. Very Large Online Platforms and Search Engines must maintain public ad repositories where applicable, meaning the creative, the advertiser and the targeting parameters of ads shown in the EU become inspectable. ChatGPT Ads will be growing in Europe under a level of scrutiny that Google and Meta have lived with since 2023.
What it means for your business
Treat it as a test budget, not a channel shift. Self-serve removes the minimum commitments that came with a managed buy, which is exactly what makes a small controlled test possible. Start with the conversions you already measure through the Pixel or Conversions API on other platforms, so the comparison is like for like.
Buy on outcomes from day one. OpenAI says the majority of campaigns already run on CPC or outcome-optimised bidding. There is no reason for a new European advertiser to begin on CPM. Set the conversion event first, then the budget.
Expect search-like intent with lower click rates. The conversation context is closer to a long-tail query than a social feed, but the one published agency figure suggests clicks are scarcer than in search. Judge the channel on cost per acquisition and on the share of new customers, which is the metric OpenAI itself chose to highlight.
Read the personalisation setting per country. Whether ads can draw on a user’s broader ChatGPT history “depends on the country and a user’s settings”. In the EU that will be constrained by consent rules, so audience-based targeting may behave differently in Berlin than in Bangalore. Do not copy a US campaign structure and assume the same reach.
Plan for the ad repository. From January 2027 at the latest, ads you run in ChatGPT in the EU may sit in a public database next to your name. Creative that you would not want a competitor or a journalist to read line by line does not belong in the channel.
Fit it into the plan, not beside it. A new inventory source is only useful if it is measured against the ones you already buy. We expect the beta label on European Ads Manager to disappear quickly and the category restrictions to loosen as OpenAI chases its revenue target. The advertisers who benefit will be those with a clean conversion setup ready before the crowd arrives, not those waiting for benchmarks the platform has yet to publish.
